It can be registered by any individual or business in any country.

However, any sites placed at a .mobi domain must meet mandatory standards for compatibility with mobile devices; registrant must ensure that any site using a .mobi domain name:
  • Is built using compliant mobile code and Valid XHTML Mobile Profile;
  • Responds to requests from mobile devices at it's primary URL (e.g: example.mobi);
